Why did two Republicans abstain on ESSER voting?

On Tuesday, the Board of Education held a Special Meeting to discuss Central Middle School Educational Specifications and act upon ARP Funding.

Our only question is after all of the time that parents have spent emailing the Board of Education and speaking at BOE meetings, how on earth could Cody Kittle and Joe Kelly abstain from voting on this controversial funding? Abstaining is effectively the same as voting with the democrats.
